IHS’ General Outreach program provides assertive outreach and needs assessment to unsheltered homeless adults and families, facilitates services including psychiatric evaluation, substance abuse treatment, and transition into emergency shelter and stable housing. The outreach teams conduct regular rounds in parks and on the streets of Metro Honolulu, Waikiki/East Honolulu, and Windward Oahu. In 2024, IHS added Leeward and Central Oahu areas to their canvassing area. The team, in collaboration with a psychiatrist, assists with medical treatment, referrals, emergency services, and housing placement. The AMHD team provides triage to mental health services for adults with Serious and Persistent Mental Illness (SPMI).

Relocation services assist homeless individuals and families in Hawai‘i who are seeking to leave the island to reconnect with friends and family members and access resources in their home of origin, including housing, airfare matching assistance, and flight booking.

Sumner Men’s and Kaaahi Women’s and Family: Our Kaaahi (women and families’ shelter) and Sumner Service (men’s shelter) Centers provide safe emergency shelter, health screening, three meals a day, hot showers, a small amount of storage, mail service, phones, and access to key supportive services such as employment and housing placement for anyone experiencing homelessness and seeking assistance. Guests are provided with shelter case management services to assist them with accessing resources and services needed to enter into housing based on their individualized needs. The Sumner Men’s Shelter is located at 350 Sumner St., Honolulu HI 96817. The Kaaahi Women’s and Family Shelter is located at 546 Kaaahi St. Honolulu, HI 96817.

Hale Mauli‘ola Housing Navigation Center: Housing navigation center for homeless adult singles and adult couples. IHS operates and manages the center. Clients may have pets and parking is provided for those with cars. Clients reside in refurbished shipping containers where they sleep and can store their belongings in a lockable space. Other amenities include shared restrooms, showers, and a communal “Central Hale” tent. The site is located at 10 Sand Island Parkway, Honolulu, HI 96819.
Imi Ola Piha Triage and Treatment Center is a responsive solution to our community’s needs. The Center provides Alcohol and Drug Abuse Division (ADAD)-accredited community-based medically assisted detox treatment and mental health stabilization, 24-hour withdrawal management and monitoring for homeless adults undergoing detox treatment, and case management to help with the transition into further treatment or housing. Medically monitored drug detox and psychiatric stabilization for homeless patients can be provided on a referral basis.

Specialty shelters for homeless adults exiting local hospitals, of whom participate in outpatient treatment programs. Clients at these shelters require additional or specialized care not offered in congregate settings to heal from ailments, including surgery, chemotherapy, ongoing dialysis, and more. IHS operates four sites: one in Maikiki, two in Kalihi, and one in Pearl City. Clients are referred by contracting hospitals and health plans.
*Referrals must be made by the Case Management staff of The Queen’s Medical Center and Castle Medical Center, respectively.
Transitional housing for formerly incarcerated males. IHS operates three sites and offers supportive services, including case management, medical referral, and employment services.

Paepae Hou is a State of Hawaiʻi Kauhale Initiative site, a safe launching pad for individuals experiencing homelessness who have chosen to continue their substance use recovery journey in the company of others. Participants residing at this Kauhale are interested in being new ohana to another, practicing lokahi, and investing in themselves and their future. They have completed a residential treatment program and/or are participating in an outpatient program. All participants have access to IHS’ array of supportive services and programs. This site welcomed its first guests in May 2024.

Alana Ola Pono Kauhale (Awakening to a New Life) is a friendly neighborhood of tiny homes where guests can rebuild your life and find stability. A 45-unit, tiny home community along Iwilei Road, comes equipped with three hygiene centers, two community kitchens, and laundry machines.

Kumu Ola Hou is a recovery-oriented transitional shelter “where life is your teacher” and you can rebuild your life in a safe and environment. Here we combine architectural design, neuroscience and cultural wisdom to space for personal freedom that supports personalized learning and with growing independence on the journey to stable housing.

Hele2Work: Employment Services provide homeless, formerly homeless, and at-risk adult clients with assistance in resume writing, interview preparation, soft skills training, and application assistance. Job search and placement is through local job fairs and referrals to business partners.
New Leaf: IHS’ pre-vocational training program has three learning tracks: janitorial, landscaping, and building maintenance, and provides job placement assistance following completion of the program.
Taking Root: IHS’ Urban Agriculture Program offers vocational training in hydroponics and aquaponics and provides job placement assistance following completion of the program.

Homelessness Prevention: Provides rental, utility, and deposit assistance to single, couple, and family households who are at risk of homelessness (e.g. facing eviction) with the goal of stabilizing the household’s housing crisis and ensuring they maintain housing tenure after assistance has finished.
Housing First: Assists chronically homeless individuals and families into permanent housing. Households participating receive case management, security deposit assistance, and long term, monthly rent subsidies (paying 30% of income towards rent and utilities). Households qualify for services via referral from the Continuum of Care’s Coordinated Entry System, including qualifying VI-SPDAT score and disability verification.
Permanent Supportive Housing: Assists chronically homeless adults with a disability in obtaining permanent housing. Participants receive case management, security deposit assistance, and long-term, monthly rent subsidies (paying 30% of income towards rent and utilities). Households qualify for services via referral from the Continuum of Care’s Coordinated Entry System, including qualifying VI-SPDAT score and disability verification.
Rapid Re-Housing: Assists homeless households with transitioning into permanent housing. Households participating receive case management, security deposit assistance, and short to medium-term (3 to 12 months) monthly rent subsidies. Households are assisted with increasing their income, preferably through work, to maintain housing once rental assistance concludes. Households qualify for services via referral from the Continuum of Care’s Coordinated Entry System, including qualifying VI-SPDAT score.

*Please note: Completing the form is an initial step in determining if/what assistance you qualify for. IHS’ Housing Assistance is for households not utilizing Section 8 vouchers or public housing.
Case managers help clients achieve long-term stability through collaborative goal-setting and access to resources and services needed to live independently. Case managers also connect clients with appropriate subsidies, including housing choice vouchers, social security, food stamps, and veterans’ benefits. Beyond general shelter case management, IHS offers the following clinical case management services:
Community Integrated Services (CIS) provides specialized housing navigation (for those who are homeless) and housing maintenance (for those at risk of homelessness) for homeless and at-risk adult Hawaii Medicaid clients who require support and guidance in transitioning to or maintaining permanent housing. Requires authorization from the client’s health plan.
Community Care Services (CCS) serves adult Hawaii Medical clients who have been diagnosed with chronic mental illness and require extra support to transition from living on the streets to permanent housing. IHS’ CCS services specialize in assisting those who are homeless, formerly homeless, or at-risk of homelessness. Requires CCS authorization from Ohana Health.
Homeless Intensive Case Management (HICM+) serves adults with serious and persistent mental illnesses who are high utilizers of emergency services or have been arrested repeatedly. Services are focused on diversion from criminalization when appropriate. Requires authorization from AMHD (Hawaii State Adult Mental Health Division).
Created as a public-private partnership with support from local businesses and individuals, Kahauiki Village (KV) is a model for ending family homelessness with low-cost housing and supportive services. Comprised of 144 units for formerly homeless families and kupuna (55 years and older). Kahauiki Village is located at 2625 N Nimitz Hwy, Bldg 1000, Honolulu, HI 96819.
